'Blustering' describes speaking loudly and boastfully, often with little effect, or blowing fiercely. It suggests empty threats or a forceful but ultimately harmless wind. Think of someone 'blustering' about their accomplishments without actually achieving much, or a 'blustering' wind that makes a lot of noise but doesn't do significant damage. It can imply both a lack of substance and a lot of hot air. 'Blustering' politicians are more show than substance; a 'blustering' storm creates noise and drama.
