The fly floor is the area, usually on one or both sides of the stage, from which the fly gallery is operated. It's essentially the backstage working space that houses the equipment and personnel responsible for flying scenery. Think of it as the engine room of a stage production. It allows the crew to raise and lower curtains, backdrops, and other scenic elements. Without it, the stage would be static and boring. It's similar to the pit crew area at a race track, but for theatrical sets.
