The 'Seanad' (pronounced shan-ad) is short for Seanad Éireann, the upper house of the Irish parliament. It's similar to the Senate in other countries, acting as a chamber of review for legislation passed by the lower house (Dáil Éireann). The Seanad has less power than the Dáil and cannot usually block legislation, but it can suggest amendments and revisions. It serves as a check on the power of the Dáil. Think of it as Ireland's second opinion on laws.
